The French president, Emmanuel Macron, will make his second trip to Africa in one month, after receiving in Paris the Ivorian and Senegalese presidents. In keeping with his campaign announcement, he is making the African continent a priority.

In its review of the peacebuilding architecture, the Advisory Group of Experts introduced the language of “sustaining peace” as a counterpoint to the term “peacebuilding.” Although conceived as a comprehensive process, peacebuilding has come to be narrowly interpreted as time-bound, exogenous interventions that take place “after the guns fall silent” in fragile or conflictaffected states.2 Sustaining peace seeks to reclaim peace in its own right and detach it from the subservient affiliation with conflict that has defined it over the past four decades3

The European Union (EU) intends to give Niger the same role as Libya and Turkey: to block migrants at its borders. To boost it, the EU has given the country nearly 600 million Euros, of which 140 million will be devoted to combatting African immigration to Europe, in particular through Libya.

Over the last five years, the Sahel turmoil has, at the same time, diversified in its nature while deepening its roots in the region. Though of crucial importance, the current international military cooperation may soon be having a lesser impact on the ground. That would cast a doubt on its effectiveness and create panics on the grounds. Then, what policy to stabilize the troubled region?
